
Project Associate
The 'Accelerating a Just Energy Transition in the Republic of Moldova' portfolio aims to tackle the energy crisis and energy poverty through five key areas: accelerating energy diversification and efficiency, decarbonizing industries, fostering sustainable consumption, strengthening inclusive energy governance, and addressing energy vulnerability. Duties and Responsibilities: - Assist in efficient delivery of projects: undertake administrative, logistical, travel, procurement, financial and asset management tasks; support procurement of goods and services; arrange meetings; participate in work and procurement plans; quality control of activities; maintain filing systems; monitor data collection. - Operational strategies: ensure compliance with UNDP and donor rules; implement internal controls. - Financial support: draft progress reports with financial data; assist in budget cycle (planning, preparation, revisions, execution); monitor expenditures; perform preparatory work for audits and inventory; ensure timely submission of financial reports; support project creation in ERP. - Operations support: follow procurement rules; prepare RFQs, ITBs, or RFPs; coordinate travel and protocol matters; manage vendor creation and payment requests; maintain non-expendable equipment records; provide logistical support for events; translate documents (English/Russian/Belarusian); draft correspondence. - Knowledge building: participate in trainings on HR, Finance, and Operations; provide guidance to staff; contribute to knowledge networks. Requirements: - Education: Secondary education required; Bachelor's degree in economics, finance, business or public administration preferred. - Experience: Minimum 7 years with secondary education or 4 years with a Bachelor's degree in Administration, Finance, Economics, Business Administration, Public Administration, or Project management. - Skills: Proficiency in MS Office (Word, Excel), automated procurement systems, and web-based management systems; experience in development assistance for donor organizations, consulting companies, or NGOs; experience in multicultural environments. - Desired: Experience with UNDP projects, budgetary planning, ERP software, contract administration, and M&E systems. - Languages: Fluency in English and Romanian is required. Knowledge of Russian, Romani, Gagauzian, Bulgarian, Ukrainian, or sign language is an asset.

Responsibilities
- Perform administrative, logistical, travel, procurement, financial and asset management tasks
- Procure goods and services in liaison with UNDP Country Office
- Prepare work plans, operation plans, and procurement plans
- Monitor project activities, track outputs, and ensure timely delivery
- Maintain filing systems and document implementation for project closure
- Assist in budget planning, execution, and monitoring expenditures
- Draft project progress reports with financial data
- Prepare RFQs, ITBs, and RFPs for procurement processes
- Coordinate travel documents and protocol matters
- Translate documents between English, Russian, and Belarusian
- Draft and edit project correspondence and reports
- Provide guidance to project staff on internal procedures and business processes
Requirements
- Secondary education (required) or Bachelor's degree in economics, finance, business or public administration (preferred)
- Minimum 7 years of relevant experience with secondary education, or 4 years with a Bachelor's degree
- Proficiency in MS Word, Excel, and database packages
- Experience with automated procurement systems and web-based management systems
- Previous experience in development assistance for donor organizations, consulting companies, or NGOs
- Experience working in a multicultural environment
- Fluency in English and Romanian
