Social Guidance Counselor

Employment Promotion Services (TYEP) are seeking two fixed-term social guidance counselors for the period 17.8.2026-31.1.2027. Employment Promotion Services are developing a new multidisciplinary systemic service for people in the weakest labor market situation. The service supports the improvement of clients' work and functional capacity conditions. The target group will be working-age people who are outside of education or working life and who, due to their functional limitations, are not currently able to be employed or available to the open labor market. On 1.1.2027, we will start in a new organization for work and functional capacity services. The currently open social guidance counselor positions are located in Work Capacity Support services, whose name will change to Work and Functional Capacity Assessment due to the organizational change on 1.1.2027. The task of the social guidance counselors is to ensure the timely identification of the need for work capacity support for unemployed clients and integrated service chains. In the work capacity support service, the work and functional capacity and rehabilitation possibilities of long-term unemployed clients referred to the service are investigated and assessed. Your duties include, among other things, preparing a summary related to the work capacity assessment and individual care decision-making (supplementary and preventive income support), applying for possible disability benefits together with the client. You will also act as a designated case worker for your clients in accordance with the Social Welfare Act. You will be in an active expert role in the networks of the health and wellbeing center and employment services in matters related to work capacity support. In addition, the unit employs specialist physicians and neuropsychologists operating under purchase service agreements specializing in work and functional capacity assessment. Your task is to assess your client's need for these special services and handle the related cooperation practices. Work is based on multidisciplinary and cross-sector cooperation. Operating models and the social guidance counselor's role in work and functional capacity assessment are developed together with the employees. Eligibility requirement: The eligibility requirement is a university of applied sciences degree suitable for the social field in accordance with the Act on Social Care Professionals 817/2015 (Section 8): Socionomi (Bachelor of Social Services). A person who has completed a suitable UAS degree preceding the social and health care UAS degree before 1.8.2005, or a vocational qualification in social and health care at the institute level, e.g., social educator, social guidance counselor, instructor for the developmentally disabled, social field instructor, nurse, public health nurse, etc., is also eligible for the position. The position requires registration in the professional register of the License and Supervision Authority (formerly Valvira). The language skill requirement is good oral and satisfactory written skills in Finnish. The selected candidate must present an occupational health assessment of their ability to perform the duties of the position. The position requires vaccination protection in accordance with Section 48 of the Communicable Diseases Act and a tuberculosis certificate in accordance with Section 55. In addition, we require: Ability to work independently, expertise appropriate to the demands of the task, good written expression and good cooperation and interaction skills, both in client work and in your own work community and networks. We also consider as an advantage/appreciate: - work capacity coordinator training or other similar additional training - experience in services for the partially disabled, such as vocational rehabilitation - development-oriented mindset and management of digital tools - expertise in social media and multi-channel communication - knowledge of the City of Helsinki's service system - good management of Apotti for social and/or health care.
