The Programme Finance and Quality Assurance Analyst will undertake the following functions to ensure programme financial management, quality assurance, and compliance:\n\nDuties and Responsibilities\nUnder the direct supervision of the Results-Based Management and Programme Quality Assurance Specialist, and in close coordination with the Deputy Resident Representative, the Programme Finance and Quality Assurance Analyst will work closely with Programme, Project, Operations, and other CO teams to ensure coordination of programme finance, reporting, and compliance functions.\nAdministration and Implementation of Programme Finance Strategies and Compliance\nEnsure administration and implementation of programme, operational, and financial management strategies, and adapt processes and procedures as needed; \nEnsure full compliance with UNDP Programme and Operations Policies and Procedures (POPP) in financial activities and financial recording and reporting systems; \nProvide support to CO programme finance business process mapping and development of Standard Operating Procedures (SOPs) in consultation with office management; \nParticipate in project audits, follow up on audit recommendations, and support the timely closure of audit gaps; \nSupport compliance with UNDP policies and frameworks for financing and non-financing agreements; \nProvide continuous analysis and monitoring of the CO programme financial situation, including forecasts for development projects, transactions, and activities; \nRoutinely monitor financial exception reports for unusual activities and/or transactions, investigate anomalies, and escalate issues to senior management when required.\nProgramme Finance Management and Cost Recovery\nEnsure effective CO programme finance management and optimal cost recovery mechanisms;\nImplement and monitor Programme Portfolio Pipeline and Project Tree in ERP (e.g., Quantum), ensuring proper planning, utilization, and control of financial resources;\nProvide advice on administrative and programme reporting, particularly on budgetary issues, and prepare analytical financial reports;\nEnsure control of Combined Delivery, regular monitoring of CO delivery rates, and oversight of Accounts Receivables for UNDP projects;\nPrepare and monitor development project budgets and support effective resource planning;\nOversee ERP matching processes, implement effective internal controls, and ensure proper functioning of a client-oriented financial resource management system;\nVerify the accuracy of Combined Delivery Reports and follow up on their endorsement by national counterparts;\nMonitor dashboards and financial exceptions, identifying risks and recommending remedial actions;\nMonitor cost-recovery bill preparation in ERP, implement revenue tracking systems, and follow up to ensure timely cost recovery.\nFinancial Reporting Quality Assurance\nReview and ensure the accuracy, completeness, and consistency of programme and project financial reports; \nConduct quality assurance checks on budgets, expenditures, forecasts, and financial data; \nEnsure compliance of financial reports with UNDP POPP, IPSAS standards, and donor requirements; \nAnalyse financial data to identify discrepancies, risks, trends, and areas for improvement; \nSupport timely preparation and submission of high-quality donor and internal financial reports;\nProvide technical guidance to programme teams on financial reporting standards and tools; \nStrengthen financial reporting SOPs, templates, and quality assurance processes.\nFacilitate Knowledge Building, Knowledge Sharing, and Stakeholder Guidance\nEnsure facilitation of knowledge building and knowledge sharing, and provide guidance to stakeholders on financial matters; \nProvide guidance to executing agencies on the routine implementation of projects and tracking the use of financial resources; \nOrganize and conduct training for Operations, Project, and Programme staff on financial management and Results-Based Management (RBM); \nProvide regular training and technical guidance on audit and compliance matters, including implementation of the Internal Control Framework (ICF);\nSynthesize lessons learned and best practices in programme and project finance;\nContribute actively to knowledge networks and communities of practice.\nThe incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
