Virtain city is seeking an Acting Human Resources Manager for a fixed-term contract from 1 November 2026 to 30 September 2027. We are looking for a capable, cooperative and solution-oriented professional in human resources to oversee the city’s overall personnel management as part of the Administration and Vitality unit within the Finance and Administration section. As the Human Resources Manager, you will serve as the organization-wide expert on personnel matters. You will be responsible for leading, coordinating and continuously renewing the entire HR function and support the city’s managers in HR, employment matters and work ability. The role includes participation in the city’s leadership team and involvement in preparing HR policy and organizational practices. The work is practical and daily you will prepare personnel matters, provide guidance, solve problems and collaborate with supervisors and staff. The position suits someone who enjoys both strategic questions and practical HR work and wants to support the wellbeing and smooth everyday life of about 300 employees. Your duties include: HR planning, coordination, reporting and monitoring; maintaining and renewing operational models related to wellbeing at work, work ability and occupational safety; applying and interpreting municipal collective agreements and local agreements; preparing issues related to local agreements and cooperation; developing wage systems, HR processes and HR systems; drafting HR decisions, guidelines and preparatory documents. In addition, the HR Manager acts as the HR committee presenter, as the city’s safety manager, and as the preparer for the cooperation committee. You will lead payroll administration as a supervisor and work closely with HR and payroll professionals, supervisors, sector leadership and external partners (e.g., occupational health, Keva and KT).
