Welcome to developing the future of Pudasjärvi! With the current officer moving to other duties, we seek a new development-minded and community-aware leader to join our team as Chief Building Inspector. The Chief Building Inspector will lead and develop building control and be responsible for its operations. The inspector works under the municipal building control authority according to the Building Act and performs duties independently in accordance with the Building Act and general administrative provisions. The role acts as the rapporteur to the municipal regulatory committee and is responsible for the building control's finances. The position includes collaboration at local, regional, and national levels with various stakeholders. The Chief Building Inspector supervises another building inspector and leads the unit’s administrative staff of approximately one FTE. The City of Pudasjärvi also handles building inspector duties for Taivalkoski under a separate agreement. The duties include other tasks assigned by the supervisor. Building control is part of the City Development Service’s City Environment & Construction unit under the City Development Director. Building control is a key driver of regional vitality in Pudasjärvi. Through smooth permit processing and guidance we enable sustainable residential construction, tourism investments, business activity, and village renewal. As Chief Building Inspector you help ensure that business projects, new jobs, housing solutions, and tourism growth can take place smoothly and safely while respecting local strengths, landscapes, and environmental values. The eligibility requirement is in accordance with the Building Act (RakL 103§). The inspector must have a university-level degree in construction and experience in building design and execution. At least two years of work experience in building design and/or construction tasks is required. Additional training related to building control and knowledge of the Building Act and leadership experience are advantageous. We value strong technical competence. The municipality currently uses Lupapiste and Cloudia contract management. The geospatial platform is being renewed with Sitowise Louhi. We value the ability and willingness to work independently and responsibly, development mindset, positive attitude, good negotiation and interpersonal skills, and good command of Finnish (spoken and written). The candidate should share and internalize the municipality’s strategic objectives to foster an authentic village-centered vitality. As the Chief Building Inspector you represent Pudasjärvi when serving builders. We expect a solution-oriented and customer-centric service attitude and a willingness to engage in constructive dialogue with different stakeholders, viewing the permit process as a enabling service rather than mere supervision. Smooth and predictable customer service is essential for the city’s attraction and retention. The position includes a six (6) month probationary period. Salary is determined according to the Municipal Technical Personnel collective labour agreement (Sopimus). The job pays a base of 3907.11 €/month plus a personal allowance up to 30% and a professional allowance up to 8%. Working hours follow flexible office hours (36.25 h/week) as per KVTES. The City’s administrative rules decide on filling the position.
