Kirkkonummi is a growing, bilingual, and attractive municipality near the Helsinki metropolitan area. It is known for its smooth everyday life, safe living environment, and proximity to nature. As the population increases and service needs diversify, the operational environment is changing rapidly. Public sector financial pressures, changes in working life, availability of skilled workforce, and municipal reforms challenge municipalities to innovate and develop their operations sustainably. According to Kirkkonummi's municipal strategy, our goal is to be a good employer that cares for employee well-being, skills development, and leadership quality. The HR Director plays a key role in this—both as a developer of structures and practices and as a promoter of the employer brand. The HR Director leads the municipality's HR services, which are part of the shared services sector. HR services support and guide managers and staff in HR matters and provide HR services in collaboration with other sectors. The HR Director is responsible for the comprehensive operation and development of their service group and supports sector and service group managers. The HR Director reports to the Director of Administration and is a member of the municipal management team. Qualifications include a higher university degree and experience in HR management roles. The candidate should have broad knowledge of HR issues, good oral and written Finnish language skills, and at least satisfactory Swedish language skills, as well as familiarity with municipal or public administration. Experience in demanding leadership and development tasks is considered an advantage. To succeed, the appointee must have strong negotiation and interaction skills. The total salary for the position is €8,107.75. The HR Director is not subject to the Working Hours Act. The position is subject to a six (6) month probation period.
