Lapland Wellbeing Services is seeking a permanent position for a leading controller in the social and health services sector to support financial and operational data-driven management and the development of controller activities. The leading controller is a valuable addition to our versatile team, which serves 176,000 residents of Lapland with over 8,000 employees and service providers. Operating costs are approximately 1.14 billion euros this year. The purpose of the role is to promote cost-effective organization and delivery of social and health services within the wellbeing area. The goal is to develop real-time, proactive, and transparent management based on financial and operational data, providing an up-to-date overview of the situation and development trends to support decision-making and leadership. The role will strengthen the wellbeing area's internal financial, analytics, and reporting expertise. The leading controller reports to the director of social and health services and acts as an expert in financial management and business operations, primarily responsible for producing financial analysis and developing reporting to support management decisions. The role involves close collaboration with financial management, strategic planning, information management, and HR. Key responsibilities include: - Producing financial situation reports and analyses for social and health services for strategic and operational management - Preparing financial analyses and scenario calculations necessary for decision-making in social and health services - Producing and analyzing productivity data for own production - Preparing production method analyses for social and health services - Monitoring data for the social and health services' cost adjustment program 2026-2030 - Managing and developing controller functions within social and health services - Supporting planning and development of controller activities across the wellbeing area - Developing metrics, reporting practices, and tools to set and monitor financial and operational goals and improve data usability - Developing forecasting and predictive capabilities based on financial and operational data - Participating in the development of financial and operational data management, data infrastructure, and record-keeping - Participating in national development and regional cooperation related to the field The qualification requirement is a suitable higher university degree. Additionally, the role requires: - Strong analytical financial skills - Good organizational skills and resilience under pressure - Previous experience and proven results in controller functions and their development within a broad social and health services organization - Demonstrated success in financial management and analytics in the social and health sector - Deep understanding of the organization of public social and health services and their cost structures - Good overall perspective on public finance and especially the use of social and health service data and financial information in decision-making - Excellent communication and interaction skills, as well as networking and team leadership abilities We value: - Ability for strategic and critical thinking - Independent and development-oriented work approach - Experience in developing metrics and reporting systems - Good written communication skills - Enthusiasm and motivation for developing public sector and wellbeing area operations - Knowledge of the Lapland region and northern cooperation areas - Familiarity with technologies used in information management We offer: - A meaningful and impactful role at Lapland Wellbeing Services - Opportunity to help build new controller functions - An expert and development-oriented work community - Flexible working methods Employment terms are based on the HYVTES collective agreement.
